BILL 69 1971 THE DEPARTMENT OF CULTURE, YOUTH AND RECREATION ACT (Assented to , 1971) HER MAJESTY, by and with the advice and consent of the Legislative Assembly of Alberta, enacts as follows: 1.. In this Act "Minister" m'eans the Minis,ter of Culture, Youth and Rec~eartion. 2. There shall bea department of the public service of the Province called the Department of Culture, Youth and Recreation owr which shall preside the member of the Executive C'Ouncil appo[nted by the Lieutenant Governor under the Great Seal of the Province as Minister 'Of Culture, Youth and Recreati'On. 3.

In accordance with The Public Se'rvice Act there may be appointed a Deputy Minisrber and such other employees as are required for the proper conduct of the business of the Department. 4.

(1) There shall be a committee called the "Culture, Youth and Recreation Planning Committee" consisting of the Minister and at least three persons designated by the Minister, who may be employees of the Department.

(2) The Culture, Youth and Recreation Planning Com mittee may develop plans for the implementation, integra tion and co-ordination of programs and services of the De partment and other agencies having similar obj ectives. 5. The functions of the Minister are to initiate, foster and encourage the orderly development of all constructive forms of culture, youth and recreational activities and, in particular, but without affecting the generality of the fore going to: (

a) stimulate interest and participation in leadership training for all spheres of culture, youth and recre ational affairs;

This Bill will establish a new nepartment of the Govern ment which would take 'over the functions of ,the Department of Youth and certain functions of ,the nepartment of the Provincial Secretary. I. b) encourage and promote nlaximum interest and par ticipation in all forms of constructive sport and physical fitness programs; (

c) co-operate with other governmental agencies and private and voluntary oganizations concerned with culture, youth and recreation, providing special as sistance and co-ordinating programs desirable to carry out the intent and purpose of this Act; (

d) collect information and statistics, and undertake or sponsor research and analysis relating to all mat ters of culture, youth and recreation; (

e) disseminate information in such manner and form as is found best adapted to promote culture, youth and recreational development. 6.

(1) The Minister may, subect to the regulations, make grants, scholarships, bursaries or contributions to munici palities, other public bodies, organizations and to persons or classes of persons.

(2) The Lieutenant Governor in Council may make reg ulati'Ons (

a) prescribing the purp'Oses f'Or whi'ch grants, scholar ships, bursaries 'Or 'contributi'Ons may be made under this section, (

b) specifying to whom and upon what conditions the grants, scholarships, bursaries or c'Ontributions may be paid, (

c) limiting the maximum amount payabl,e as grants, scholarships, bursaries or contributions, and (

d) respecting any other matter necessary or advisable to carry 'Out the intent and purpose 'Of this section.

(3) Any grant, scholarship, bursary 'Or contribution made under this

section shall he paid lOut of the moneys appropriated by the Legislature for the purp'Os'e or, in the absence of ,any such appropriati'On, 'Out 'Of the General Revenue Fund. 7.

(1) The Minister may establish such boards, commit tees or councils as he considers necessary or desirable to act in an advisory or administrative capacity in connection with any of the policies, programs, services or other matters under his administration.

(2) The Minister may, with respect to any board, com mittee 'Or council established under this section, 2 (

a) appoint or provide for the manner 'Of appointment of its members, (

b) pres,cribe the term of office 'Of any member,

c) designate a chairman and a vice-chairman, and (

d) authOorize, fix and provide fo~ the payment of re muneration and expenses tOo its members.

(3) A board, committee or council established pursuant tOo thissecti'On may make by-laws, subject to the approval thereof by the Minister, governing the c'al1ing of meetings and the procedure rOO be used at and conduct of the meetings. 8. In each year the Minister shall cause to be prepared a report of the work of his Department f'Or the preceding year and when prepared shall lay a oopy of it before the Legislative Assembly if it 1:8 then in session and if not, within 15 days after the commencem1ent 'Of the next ensuing session. 9. Upon the commencement of this Act (

a) any boards, committees, councils or services estab lished under The Department of Youth Act are con tinued as though they had been established by the Minister under this Act, and (

b) any agreement made by the Minister of Youth shall be deemed to be an agreement made by the Minister under this Act. 10. 'The Department of Youth Act is, repealed. 11. This Act comes into force on April 1, 1971. 3
