148 Monday, April 3, 2023 The House met at 1:30 p.m. Point of Privilege The Member for Mount Scio (S. Stoodley) raised a point of privilege respecting misleading statements made by the Member for Stephenville - Port au Port (T. Wakeham) during their comments at second reading of “An Act to Amend the Management of Information Act and the House of Assembly Accountability, Integrity and Administration Act.” (Bill 22) on Wednesday, March 22, 2023. The Member for Stephenville - Port au Port (T. Wakeham) spoke to the point of privilege, apologized and withdrew their comments.

ROUTINE PROCEEDINGS Members’ Statements The following Members provided statements: The Member for Terra Nova (L. Parrott) recognizing White Hills Resort on their receipt of the Mackenzie Top Peak award. The Member for Bonavista (C. Pardy) recognizing Shannon Holloway of Bloomfield for their preservation of marine history in Bonavista Bay. The Member for Exploits (P. Forsey) recognizing Betty Saunders of Norris Arm for their 60 years of community service. The Member for Ferryland ( L. O’Driscoll) recognizing Alex and Jack Kennedy of Bay Bulls for their participation in the Canada Winter Games.

The Member for Cape St. Francis (J. Wall) recognizing the Wexford Estates Outer Cove Marines hockey club.

149 Monday, April 3, 2023 Ministerial Statements The following Ministers provided statements: The Minister of Health and Community Services ( T. Osborne) recognizing the amalgamation of the four former regional health authorities and the Newfoundland and Labrador Centre for Health Information into Newfoundland and Labrador Health Services. The Members for Topsail - Paradise (P. Dinn) and Torngat Mountains (L. Evans) responded to the statement. Oral Questions The House proceeded to Oral Questions. Presenting Reports by Standing and Select Committees There were no reports by Standing or Select Committees presented. Tabling of Documents Pursuant to

section 16 of the Transparency and Accountability Act , the Minister of Fisheries, Forestry and Agriculture (D. Bragg) tabled: Fish Processing Licensing Board Activity Plan 2023-2025 and the non-compliance statement for delayed filing; The Professional Fish Harvesters Certification Board Activity Plan 2023-2025 and the non-compliance statement for delayed filing; The Appeal Board of the Professional Fish Harvesters Certification Board Activity Plan 2023-2025 and the non-compliance statement for delayed filing; and Chicken Farmers of Newfoundland and Labrador Activity Plan 2023-2025 and the non-compliance statement for delayed filing.

150 Monday, April 3, 2023 The Minister of Digital Government and Service NL (S. Stoodley) tabled correspondence with the Information and Privacy Commissioner regarding “An Act to Amend the Management of Information Act and the House of Assembly Accountability, Integrity and Administration Act.” (Bill 22). Notices of Motion The Government House Leader (J. Hogan) gave notice they would on tomorrow move the following motion: THAT notwithstanding Standing Order 8(3)(b), at the conclusion of proceedings on Wednesday, April 5, 2023 that this House do adjourn to Tuesday, April 25, 2023. The Member for St. John’s Centre (J. Dinn) gave notice they would on tomorrow move the following resolution:

WHEREAS our health care services are in crisis, and government is making more space for private profit in our publicly funded, publicly administered system as a quick fix; AND

WHEREAS US-style private health care draws workers and resources from our already strained public system, leading to a further erosion of service and patient well-being; AND

WHEREAS private deals for health services and infrastructure lack transparency, often c ome with significant strings and risks attached, and cost citizens more than a publicly provided and managed equivalent; THEREFORE

BE IT RESOLVED that this House urge the government to say no to any further privatization of our health care system, roll back current privatization, and invest in a publicly funded, publicly administered public health care system. Pursuant to Standing Order 63(3), the Third Party House Leader ( J. Brown) announced the resolution introduced by the Member for St. John’s Centre (J. Dinn) will be the one presented on Wednesday, April 5, 2023.

Dinn) regarding providing a retention bonus to all eligible hospital support staff. The Member for Exploits (P.

Forsey) regarding the repair and increase of Newfoundland and Labrador Housing (NLHC) units in central Newfoundland. The Member for Torngat Mountains (L. Evans) regarding access to health care in Postville. The Member for Bonavista (C. Pardy) regarding maintenance and the implementation of an operational plan for Route 235.
