Alberta Climate Change Office

Specified Gas Reporting Standard

Revised draft Specified Gas Reporting Standard released for comment.

The revised draft Specified Gas Reporting Standard has been released for a 30-day

public comment period. Please provide comments by February 15, 2019. The draft

Standard, together with the Specified Gas Reporting Regulation (SGRR), lays out

current requirements for 2018 emissions reporting.

The draft Standard (December 2018, Version 11.0) and comment table are available

on the Department's web site at: https://www.alberta.ca/specified-gas-reporting-

regulation.aspx.

The current draft of the Standard has been updated to improve alignment with the

federal Greenhouse Gas Reporting Program, the Carbon Competitiveness Incentive

Regulation (CCIR), and to better inform policy analysis, including:

* Reporting of products, and production information for products regulated

under the CCIR,

* Reporting on-site transportation emissions separately for marked and

unmarked fuels,

* Reporting CO2 sent off site and received on site separately for acid gas and

non-acid gas streams,

* Reporting facility boundary information in a geospatial data file,

* Quantification methodology requirements now include those described in

Quantification Methodologies for the Carbon Competitiveness Incentive

Regulation and the Specified Gas Reporting Regulation, including

requirements related to stationary fuel combustion, industrial processes,

imports, production, measurement, sampling, and data management, and

* Facilities can request deviations from methodology requirements, and

production reporting.

As in 2017, facilities that emit more than 10,000 tonnes of CO2 equivalent are

required to submit a specified gas report to the Alberta Climate Change Office via

Environment and Climate Change Canada's Single Window Information

Management (SWIM) system. Alberta will align with updated Environment and

Climate Change Canada reporting requirements expected to be gazetted in January

2019. The specified gas report must be submitted in accordance with the requirements

set out in the Specified Gas Reporting Regulation and the Specified Gas Reporting

Standard. The reporting information for the 2018 period must be submitted by no later

than June 1, 2019.

state of the parcel nor its suitability for any intended use by the successful bidder.

4. The auctioneer, councillors, the chief administrative officer and the designated

officers and employees of the municipality must not bid or buy any parcel of land

offered for sale, unless directed by the municipality to do so on behalf of the

municipality.

5. The purchaser of the property will be responsible for property taxes for the

current year.

6. The purchaser will be required to execute a sale agreement in form and substance

provided by the municipality.

7. The successful purchaser must, at the time of sale, make payment in cash,

certified cheque or bank draft payable to the municipality as follows:

a. The full purchase price if it is $10,000 or less; OR

b. If the purchase price is greater than $10,000, the purchaser must provide a

non-refundable deposit in the amount of $10,000 and the balance of the

purchase price must be paid within 20 days of the sale.

8. GST will be collected on all properties subject to GST.

9. The risk of the property lies with the purchaser immediately following the

auction.

10. The purchaser is responsible for obtaining vacant possession.

11. The purchaser will be responsible for registration of the transfer including

registration fees.

12. If no offer is received on a property or if the reserve bid is not met, the property

cannot be sold at the public auction.

13. The Town of Stony Plain may, after the public auction, become the owner of any

parcel of land that is not sold at the public auction.

14. Once the property is declared sold at public auction, the previous owner has no

further right to pay the tax arrears.
