Notice of Environmental Impact Statement

Manitoba Conservation and Climate has received an Environmental Impact Statement pursuant to The Environment Act regarding the following operation and invites public participation in the review process:

MANITOBA INFRASTRUCTURE – LAKE MANITOBA AND LAKE ST. MARTIN OUTLET CHANNELS – FILE: 5966.00

A proposal was filed in May, 2018 by Manitoba Infrastructure for the construction and operation of two permanent flood control channels to reduce the effect of flooding on Lake Manitoba and Lake St. Martin. A new diversion channel from Watchhorn Bay on Lake Manitoba to Birch Bay at the south end of Lake St. Martin would provide additional outlet capacity for Lake Manitoba, supplementing the existing Fairford River outlet. A new diversion channel from the northeast end of Lake St. Martin to south of Willow Point on Lake Winnipeg would provide additional outlet capacity for Lake St.

Martin, supplementing the existing Dauphin River outlet. Both channels would have control structures to regulate flows. Three other bridges would be constructed along the Lake Manitoba outlet channel, and a portion of Provincial Road 239 would be re-routed. In combination with the existing outlets, the new channels would be used to maintain the present target ranges of levels on both lakes. These ranges are 247.0 – 247.7 metres above sea level for Lake Manitoba, and 242.9 – 243.8 metres above sea level for Lake St. Martin.

Construction of the channels and associated works is anticipated to begin once regulatory approvals have been obtained, with the project being functionally operational in 2023.

An Environmental Impact Statement (EIS) for the project has now been filed. The EIS updates project information and provides more detailed environmental assessment information. It follows guidelines provided previously by the Impact Assessment Agency of Canada and Manitoba Conservation and Climate.

Anyone likely to be affected by the above operation and who wishes to comment on the Environmental Impact Statement should contact Bruce Webb, Environmental Engineer, in writing or by email at Bruce.Webb@gov.mb.ca , not later than April 23, 2020. Information submitted in response to the Environmental Impact Statement is considered public information and will be made available to the proponent and placed on the public registry established in accordance with

Section 17 of The Environment Act.

Loi sur l’environnement, une étude d’impact environnemental relative à l’activité suivante et invite le public à participer au processus d’examen.

INFRASTRUCTURE MANITOBA – CANAUX DE DÉVERSEMENT DU LAC MANITOBA ET DU LAC SAINT-MARTIN – DOSSIER : 5966.00

En mai 2018, Infrastructure Manitoba a déposé un projet visant la construction et l’exploitation de deux canaux de dérivation permanents pour réduire l’effet des inondations sur le lac Manitoba et le lac Saint-Martin. La construction d’un nouveau canal de dérivation s’étendant de la baie Watchorn dans le lac Manitoba jusqu’à la baie Birch à l’extrémité sud du lac Saint-Martin offrira une capacité additionnelle de déversement des eaux du lac Manitoba et s’ajoutera à la structure de dérivation existante des eaux de la rivière Fairford.

La construction d’un nouveau canal de dérivation allant de l’extrémité nord-est du lac Saint-Martin jusqu’au sud de la pointe Willow dans le lac Winnipeg offrira une capacité additionnelle de déversement des eaux du lac Saint-Martin et s’ajoutera à la structure de dérivation existante de la rivière Dauphin. Les deux canaux seront dotés chacun d’un ouvrage de dérivation permettant de régulariser les eaux. Trois autres ponts seront construits le long du canal de déversement du lac Manitoba et l’on modifiera une

partie du tracé de la route provinciale secondaire 239. Conjointement avec les canaux existants, les nouveaux canaux seront utilisés pour maintenir les niveaux dans les plages actuellement ciblées pour les deux lacs. Ces plages sont de 247 à 247,7 m au-dessus du niveau de la mer pour le lac Manitoba et de 242,9 à 243,8 m au-dessus du niveau de la mer pour le lac Saint-Martin. La construction des canaux et des ouvrages connexes devrait débuter une fois qu’on aura obtenu les autorisations réglementaires. Le projet sera fonctionnel en 2023.

Une étude d’impact environnemental du projet a été déposée. L’étude met à jour l’information touchant le projet et fournit plus de renseignements détaillés relatifs à l’évaluation environnementale. L’étude suit les lignes directrices précédemment fournies par l’Agence d’évaluation d’impact du Canada et le ministère de la Conservation et du Climat du Manitoba.

Toute personne susceptible d’être touchée par l’activité susmentionnée qui désire formuler des commentaires sur l’étude d’impact environnemental est invitée à communiquer avec l’ingénieur en environnement Bruce Webb par lettre, par courriel ( Bruce.Webb@gov.mb.ca ) ou par téléphone (204 945-7021), au plus tard le 23 avril 2020. Loi sur l’environnement.
