48 Monday, May 31, 2021 The House met at 2:00 p.m. The Member for St. John’s East - Quidi Vidi (J. Abbott), duly elected in the election of February 13, 2021, was formally introduced to the House of Assembly and took their seat. The Leader of the Government in the House (A. Furey) requested the House to observe a moment of silence to mourn the discovery of the buried remains of 215 children at the site of a former residential school for Indigenous children in British Columbia. The House observed a moment of silence. Budget Speech Pursuant to notice, the Minister of Finance (S.

Coady) moved “That this House approves in general the budgetary policy of the Government” and delivered the Budget Speech. It was moved and seconded that debate on the Budget Speech be adjourned. The Speaker put the question and declared the motion carried. The Minister of Finance (S. Coady) informed the House that a message had been received from the Lieutenant Governor.

Th e message was read to the House by the Speaker, as follows: “27 May, 2021 As Lieutenant Governor of the Province of Newfoundland and Labrador, I transmit Estimates of sums required for the Public Service of the Province for the year ending 31 Mar ch 2022, in the aggregate of $8,024,380,400, and in accordance with the provisions of sections 54 and 90 of the Constitution Act, 1867 , I recommend these Estimates to the House of Assembly. Sgd. Judy M. Foote Lieutenant Governor”. The Minister of Finance (S. Coady) moved that the message together with the estimates be referred to a Committee of the Whole on Supply.

49 Monday, May 31, 2021 The Speaker put the question and declared the motion carried. Pursuant to order and on motion, the House resolved itself into a Committee of the Whole on Supply. The Speaker left the Chair. The Deputy Speaker (B. Warr) took the Chair of Committee of the Whole on Supply. The budget documents were distributed. On motion, the Committee rose. The Speaker resumed the Chair. The Chair (B. Warr) reported that the Committee of the Whole on Supply had considered the matters to them referred, had made progress and asked leave to sit again.

The Minister of Finance (S. Coady ) gave notice that they would on tomorrow introduce the following bills entitled: “An Act To Amend The Income Tax Act, 2000 No. 2” (Bill 15). “An Act To Authorize T he Raising O f Money B y Way Of Loan B y The Province” (Bill 17). “An Act To Amend The Lotteries Act” (Bill 18).

Crocker ) gave notice that they would on tomorrow move the following motion: THAT notwithstanding Standing Order 63, this House shall not proceed with Private Members’ Day on Wednesday, June 2, 2021 but shall instead meet at 2:00 p.m. on that day for routine proceedings and the conduct of Government business, and that at 5:00 p.m. the Speaker shall then adjourn the House. THAT the Miscellaneous and Private Bills Committee shall comprise: the Member for Cartwright - L’Anse Aux Clair (L. Dempster); the Member for Placentia - St. Mary’s (S. Gambin-Walsh); the Member for St. George’s - Humber (S. Reid); the Member for Topsail - Paradise (P. Dinn); and the Member for St. John’s Centre (J. Dinn). Constitution and Referral of Estimates to Committees The Government House Leader (S.

Crocker ), pursuant to Standing Order 65(1)(a), (b) (c), and Standing Order 72(1) moved that the composition of the Government Services, Resource and Social Services Committees be as follows: THAT the Government Services Committee shall comprise: the Member for St. George’s - Humber (S. Reid); the Member for Mount Pearl North (L. Stoyles); the Member for Burin - Grand Bank (P. Pike); the Member for Baie Verte - Green Bay (B. Warr); the Member for Ferryland (L. O’Driscoll); the Member for Torngat Mountains (L. Evans); and the Member for Labrador West (J. Brown).

THAT the Resource Committee shall comprise: the Member for Placentia - St. Mary’s (S. Gambin-Walsh); the Member for Mount Pearl North (L. Stoyles); the Member for Baie Verte - Green Bay (B. Warr); the Member for Burin - Grand Bank (P. Pike); the Member for Bonavista (C. Pardy); the Member for Exploits (P. Forsey); and the Member for Labrador West (J. Brown).

Pike); the Member for St. George’s - Humber (S. Reid); the Member for Placentia - St. Mary’s (S. Gambin-Walsh); the Member for Cape St. Francis (J. Wall); the Member for Placentia West – Bellevue (J. Dwyer); and the Member for St. John’s Centre (J. Dinn). The Speaker put the question and declared the motion carried. The Government House Leader (S. Crocker ), pursuant to Standing Order 74(1), moved that (

a) the following Heads of Expenditure be referred to the Government Services Committee: the Consolidated Fund Services; the Department of Digital Government and Service Newfoundland and Labrador; the Department of Finance; the Public Procurement Agency; the Public Service Commission; and the Department of Transportation and Infrastructure. (

b) the following Heads of Expenditure be referred to the Resource Committee: the Department of Fisheries, Forestry and Agriculture; the Department of Immigration, Population Growth and Skills; the Department of Industry, Energy and Technology; the Department of Tourism, Culture, Arts and Recreation; and the Department of Environment and Climate Change. (

c) the following Heads of Expenditure be referred to the Social Services Committee: the Department of Children, Seniors and Social Development; the Department of Education; the Department of Municipal and Provincial Affairs; the Department of Health and Community Services; the Department of Justice and Public Safety; and the Newfoundland and Labrador Housing Corporation. The Speaker put the question and declared the motion carried.
